GRC Ukraine
Since 2015, GRC has worked on the ground in Ukraine to enhance accountability for atrocity crimes committed by Russian forces since the invasion began in 2014.GRC’s activities include:
- aiding the Ukrainian government in adopting legislation, regulations, and best practice facilitating the prosecution of atrocity crimes committed during the Russian-Ukrainian War,
- providing training (e.g. on use of open-source intelligence) to investigators (the NPU),
- providing legal advice to prosecutors (the Office of the Prosecutor General, regional prosecutors’ offices),
- producing international humanitarian/criminal law investigation/prosecution benchbooks, guides, SOPs, and apps tailored to Ukraine’s situation, and
- supporting Ukrainian authorities’ contributions to and participation in international justice institutions (the UNHCR, the ICC, the ICJ).
Since Russia’s invasion became “full-scale” in 2022, GRC’s support to Ukraine has increased ten-fold. Our flagship implementation tool is our Mobile Justice Teams consisting of Ukrainian and foreign lawyers, investigators, and analysts. One MJT serves each of the central, north, east, and south frontline regions. We also have teams dedicated to crimes against children, conflict-related sexual violence, starvation, ecocide, and other specific violations of the laws of war.
We collaborate with other actors in this space through the Atrocity Crimes Accountability Group.
